Bucky and Sam bust Helmut Zemo out of prison and travel with him to the criminal sanctuary of Madripoor to track the source of the new Super Soldier serum. A meeting with crime boss Selby turns into a firefight, and a fugitive Sharon Carter rescues them, leading them to scientist Wilfred Nagel, who reveals he made twenty doses of serum that Karli Morgenthau's Flag Smashers stole before Zemo kills him.
