When vigilante Hector Ayala (White Tiger) intervenes as two dirty cops, Powell and Shanahan, assault a young man named Nicky Torres in a subway station, Shanahan is struck and killed by a train, and Powell has Ayala arrested for his death. Matt Murdock takes on Ayala's defense, and after learning from Cherry that Ayala is White Tiger, persuades the judge to keep that fact from the jury. Murdock also tracks down Torres himself and gets him to safety before Powell and his fellow corrupt officers, who bear Punisher-skull tattoos, can silence him. Meanwhile, newly elected Mayor Wilson Fisk meets with journalist BB Urich and, on learning Police Commissioner Gallo intends to resign in protest of his election, threatens to expose Gallo's infidelity to keep him in line.
