Jason Wilkes briefly regains physical form after absorbing Zero Matter, revealing where Jane Scott's body is being held, but Whitney Frost gets there first and claims the Zero Matter for herself. Frost convinces Calvin Chadwick to help her steal an atomic bomb from the Council of Nine, recruiting crime boss Joseph Manfredi in the process. Peggy Carter, Edwin Jarvis, Daniel Sousa, and the SSR infiltrate the Roxxon facility to stop them, disabling the bombs before Frost can take them, though Carter is badly injured and Frost escapes. Sousa's feelings for Carter are inadvertently exposed to his fiancée as Wilkes comforts the wounded Carter, his form beginning to fade once more.
