Peggy Carter forges an uneasy alliance with her former adversary Dottie Underwood to steal a sample of Zero Matter from Whitney Frost, infiltrating a campaign gala that doubles as a secret Council of Nine meeting. During the operation Frost's Zero Matter-fueled powers spiral further out of control, and she kills Calvin Chadwick and several council members to seize control of the group herself. The mission ends in failure: Underwood is captured and falls under Frost's sway, and the Zero Matter sample stays out of Peggy's reach.
