In 1946 New York, Peggy Carter is stuck doing administrative work at the Strategic Scientific Reserve while mourning the presumed death of Steve Rogers. When her friend Howard Stark is accused of selling stolen weapons technology to America's enemies, he secretly enlists Peggy to clear his name and recover his stolen nitramene formula, insisting his butler Edwin Jarvis assist her. Carter infiltrates a nightclub and tracks the weaponized formula to a Roxxon Oil refinery, where she finds Leet Brannis mass-producing nitramene bombs. Brannis detonates a bomb and escapes with a truckload of weapons after cryptically warning that "Leviathan is coming."
